Ways We Can Improve the Literacy Rate in India in 2023

Education is the foundation of progress and development. A literate society is better equipped to tackle challenges, make informed decisions, and contribute to the nation’s overall well-being.

India has made significant strides in improving its literacy rate, but there are still disparities across states, which we will discuss in this blog.

Literacy Rate in Different States

According to the latest data (As compared to the last census (2011), the literacy rate in India has increased by 5% in 2023 to 77.7 %. According to a UNESCO report, India will achieve universal literacy in the year 2060),

Kerala has the highest literacy rate in India, with an impressive 96.2%. Mizoram follows closely with a literacy rate of 91.58%. Delhi, Tripura, Uttarakhand, Goa, Himachal Pradesh, Assam, Maharashtra, and Punjab also have literacy rates above the national average of 77.7% which was 74.04% back in 2011.

On the other hand, Andhra Pradesh has the lowest literacy rate in India, with just 67.4%. Bihar, Rajasthan, Uttar Pradesh, Jharkhand, and Madhya Pradesh also have literacy rates below the national average.

Factors Affecting Literacy Rate in India

Several factors affect the literacy rate in a state. These include:

Socio-economic factors:

  • Poverty:

Many families in India struggle with poverty, making it hard to afford education. Families might prioritize earning over schooling, resulting in children not attending schools or dropping out early to support the household income.

Lack of financial resources often limits access to quality education, affecting literacy rates significantly.

  • Lack of access to education:

In certain regions, schools might be far away or inaccessible due to inadequate transportation or infrastructure. Remote or rural areas might need more educational facilities, forcing children to travel long distances or even forgo education entirely.

This limited access diminishes educational opportunities, impacting literacy rates in those regions.

  • Gender discrimination:

Historically, girls have faced unequal treatment in education compared to boys. Cultural biases, societal norms, and traditional beliefs sometimes favor boys’ education over girls’.

This discrimination restricts girls’ access to schooling, resulting in lower literacy rates among females compared to males. Despite progress, gender inequality continues to affect educational opportunities for girls in certain parts of India.

These are all the major contributors to the low literacy rate in India.

Geographical factors:

  • Remote Locations:

In rural or geographically isolated areas, access to schools and educational resources can be limited. Poor infrastructure, including inadequate roads or transportation, makes it challenging for children to reach schools, resulting in lower attendance and higher dropout rates.

  • Terrain and Climate:

Geographical diversity, such as mountainous regions or areas prone to natural disasters, can impact educational access. Harsh terrains or adverse weather conditions might hinder the establishment of schools or disrupt regular attendance, affecting the literacy rates in those areas.

Rural areas often have limited access to education, which can hinder literacy rates.

Historical factors: States with a strong tradition of education tend to have higher literacy rates.

Government Initiatives to Improve the Literacy Rate in India

The government introduced several plans and actions to tackle the low literacy rate in India and enhance education. Some include:

  • Beti Bachao, Beti Padhao 2015: Focused on improving the child sex ratio and supporting girls’ education to increase the literacy rate in India.
  • Right to Education Act (RTE) 2009: It ensures free and compulsory schooling for kids aged 6 to 14, setting rules for schools to provide a good learning atmosphere.
  • Sarva Shiksha Abhiyan (SSA) 2001: A plan to provide elementary education for all, aiming to close the gender gap in education.
  • Mid-Day Meal Scheme 1995: One of the oldest initiatives, that provides free meals in government schools that not only enhance student attendance but also their nutrition and health.
  • Digital India Initiatives: Integrating technology into education, offering digital resources, e-learning, and connectivity in remote areas.
  • National Literacy Mission (NLM) 1988: Teaching basic reading and writing to those aged 15 to 35 who can’t read.
  • Rashtriya Madhyamik Shiksha Abhiyan (RMSA) 2009: Aiming to boost enrollment and improve education quality in secondary schools.
  • Pradhan Mantri Kaushal Vikas Yojana (PMKVY) 2015: Offers skill-based training to young people, aligning with industry needs and giving a stipend after completion.
  • Skill Development Programs: Focused on improving vocational skills, and making individuals more employable in various industries.

Literacy is essential for individual and national development. While India has made significant progress in improving its literacy rate, there is still a long way to go. The government and other stakeholders must continue to work together to ensure that every Indian has access to quality education and can achieve their full potential.
